I am needing to create the same look and feel as well as functionality as the peel off page in google maps on the iphone or ipad. Will this framework do that and if so it it a fairly simple process.

Sorry, but that's rather difficult to do in Sparrow right now. You either have to create your own OpenGL code, or render the image into a normal UIView and use the conventional Cocoa APIs to do it.

Both is not easy -- here's a thread describing some parts of the process.
